This means that everything is in place for when the LTN goes live.&nbsp;Please note: the LTN will not be implemented between 14th - 31st August. Brixton Hill LTN Reports

Stage 1 Monitoring

Brixton Hill Low Traffic Neighbourhood (LTN) trial is designed to make the neighbourhood safer, healthier and more climate resilient. The Brixton Hill LTN trial launched on 4 September 2023 under an Experimental Traffic Order (ETO).&nbsp;The LTN trial included eight traffic filters on local streets which prevented unauthorised vehicles from traveling through the area, creating safer, healthier streets for all. All addresses within the area remained accessible by motor vehicle, although some routes will have changed. Certain vehicles like buses, emergency vehicles and blue badge holders were allowed through some or all of the filters.&nbsp;This Stage 1 Monitoring Report shows that the Brixton Hill LTN trial met the objectives of the Climate Action Plan (CAP), Transport Strategy and supported the Lambeth 2030 Borough Plan by reducing traffic overall. Before and after traffic data collected to assess the impact of the trial shows:<ul class="decimal_type"><li>An average 58% decrease in traffic within the LTN&nbsp;</li><li>An average 6% increase in traffic on boundary roads.&nbsp;</li><li>An overall 3.6% net reduction in traffic when looking at roads within the LTN and on the boundary roads, including on main roads approaching the LTN</li><li>The number of vehicles traveling over the speed limit has reduced by an average of 83%</li></ul>

Street Improvements

Making the area more climate resilient and improving walking and cycling is not limited to reducing vehicles. We also need to improve the whole street environment. To do this in Brixton Hill, we have identified a series of &lsquo;minor&rsquo; and &lsquo;major&rsquo; improvements.&nbsp;Funding for this Low Traffic Neighbourhood has come from various avenues, allowing us to maximise the opportunity to upgrade the area. The Local Implementation Plan is a grant fund from Transport for London that enables all boroughs in London to deliver the Mayor&#39;s Transport Strategy. The Highways Improvement Programme is our rolling maintenance programme that keeps our roads and pavements in good condition.&nbsp;&nbsp; <h3>Major improvements</h3>These change the way a street is used, they are more complex, longer-term changes, where road excavation and digging may be necessary. Collectively this makes the space unpleasant, as well as dangerous, for pedestrians and cyclists.&nbsp;&nbsp;As part of the Brixton Hill LTN proposals, we are exploring options to make the junction between Lyham Road and Kings Avenue feel safer for pedestrians. We are also considering how more greening and planting can be introduced in this space. &nbsp;

We are proposing to introduce passing places to reduce vehicle speeding. This will require the removal of some parking spaces.&nbsp;&nbsp;<h3> </h3>

This has been attributed to a variety of factors including the number of parked cars on the pavement, the high volume of two-way vehicles and a lack of green space.&nbsp;&nbsp;As part of the Brixton Hill proposals, we are looking at ways to introduce green spaces and replant trees, as well as cycle parking and options to facilitate safer crossing movements for pedestrians. &nbsp;&nbsp;<h3> </h3>

<div data-testid="ProposalSectionRender" id="isPasted"><div data-testid="Container"><h2>Project Overview</h2></div></div><div data-testid="ProposalSectionRender"><div data-testid="Container"><div data-disable-events="true">We are proposing a trial Low Traffic Neighbourhood (LTN) in Brixton Hill, launching in Spring / Summer 2023, as well as wider street improvements.&nbsp;&nbsp;&nbsp;The LTN will restrict vehicles cutting through residential streets. This will help to reduce road danger and congestion and tackle the climate crisis by supporting people to walk, wheel, scoot and&nbsp;cycle.&nbsp;We will also increase the number of street trees, cycle parking, and places to rest and play.&nbsp;&nbsp;We want your feedback on our ideas to make the right improvements, in the right places.&nbsp; Policy context<a class="fr-green fr-strong" href="https://beta.lambeth.gov.uk/environmental-services/climate-change-impact-plans/climate-action-plan" rel="noopener noreferrer" target="_blank">Lambeth&rsquo;s Climate Action Plan</a>&nbsp;and&nbsp;<a href="https://beta.lambeth.gov.uk/transport-strategy"></a><a class="fr-green fr-strong" href="https://beta.lambeth.gov.uk/transport-strategy" rel="noopener noreferrer" target="_blank">Transport Strategy</a>&nbsp;aim to create a transport network that is inclusive and accessible to all, has a positive impact on quality of life and the environment. By 2030 we envision that the vast majority of trips in the borough will be made on foot, by cycle or using public transport and that Lambeth&rsquo;s neighbourhoods are connected through low/no traffic routes for walking and cycling. This will give people a real alternative to short car trips, making it easier to choose healthier, low-carbon ways to travel.&nbsp;This will also fulfil the&nbsp;<a href="https://www.london.gov.uk/programmes-strategies/transport/improving-londons-roads/vision-zero-london#:~:text=The%20Mayor's%20aim%20is%20for,from%20London's%20streets%20by%202041."></a><a class="fr-green fr-strong" href="https://www.london.gov.uk/programmes-strategies/transport/improving-londons-roads/vision-zero-london#:~:text=The%20Mayor's%20aim%20is%20for,from%20London's%20streets%20by%202041." rel="noopener noreferrer" target="_blank">Mayor of London&rsquo;s &lsquo;Vision Zero&rsquo;</a>&nbsp;by reducing road danger and preventing people being killed or seriously injured on our streets.&nbsp; Low Traffic NeighbourhoodsLTNs use &lsquo;traffic filters&rsquo; to change how vehicles move around an area. The filters may change vehicle movement to one way or allow vehicles to drive up to but not through the filter from either side. We are proposing to do more monitoring and will be including more supporting measures from the start, such as cycle parking, pavement buildouts, more planting and trees. We will also include a blue badge holder dispensation to ensure essential journeys are not impacted.We understand this is a big change - we will ensure improvements are felt throughout the whole area, including boundary roads such as Kings Avenue and the A23. &nbsp; Data and monitoringTo evaluate the impact of the schemes, Lambeth will be monitoring changes in traffic, air quality, road safety and community feedback. Specific attention will also be paid on the impact of bus journey times and emergency services response times. Read our monitoring docs below.As part of the exploratory works, indicative traffic modelling has been done to get a sense of the traffic impacts of the scheme. Council officers are also liaising ongoingly with TfL and the Emergency Services on the scheme.&nbsp; </div></div></div>

<h3>Branksome Road&nbsp;&nbsp;</h3>Branksome Road has been identified as a popular cut-through for drivers. A high percentage of through-traffic has been recorded travelling between Branksome Road and Lambert Road. This route is also used by children and their guardians walking to/from school. &nbsp;&nbsp;As part of the Brixton Hill LTN proposals, a physical modal filter is proposed on Branksome Road, meaning that no traffic can pass through from one side to the other. Reducing traffic along this route will make it safer and more attractive for all users.&nbsp;<h3> </h3>

<h3>Lyham Road/Crescent Lane&nbsp;&nbsp;</h3>Lyham Road has been identified as a popular cut-through for drivers, as well as a hotspot for speeding. Individuals have described Lyham Road as dangerous for pedestrians and cyclists. &nbsp;A no-entry sign is currently located on Lyham Road at the junction with Crescent Lane which prevents northbound traffic continuing north along Lyham Road. Vehicles travelling southbound on Lyham Road can continue south along Lyham Road. Feedback has suggested the existing one-way system is confusing for drivers and cyclists navigating the space. &nbsp;As part of the Brixton Hill LTN proposals, we are proposing to introduce a camera-enforced traffic filter at the junction with Prague Place to stop vehicles travelling further south along Lyham Road. Cyclists and pedestrians will still be able to travel southbound. Certain vehicles like emergency service vehicles will be able to pass through. &nbsp;The existing modal filter preventing northbound traffic continuing north along Lyham Road will be upgraded to a camera-enforced modal filter. The cycle contraflow will remain in place. &nbsp;&nbsp;&nbsp;<h3> </h3>

<h3>Lyham Road&nbsp;&nbsp;/ Dumbarton Road / Chale Road</h3>Dumbarton Road, Chale Road and Lyham Road have been identified as popular cut-throughs for drivers. Currently drivers can use these roads to make east to westbound journeys, and vice versa.&nbsp;&nbsp;We are proposing a camera-enforced filter, at a diagonal angle between Lyham Road, Dumbarton Road and Chale Road. This filter will not allow vehicles travelling from Dumbarton Road to access Chale Road, and vice versa. Vehicles travelling from Dumbarton Road will be able to turn left to travel southbound on Lyham Road and vice versa. Vehicles travelling on Chale Road will be able to turn left to travel northbound on Lyham Road and vice versa.&nbsp;<h3> <span class="data-uw-rm-autofix-hide" data-uw-rm-ignore="" style="color: #ffffff;background: #000000;clip: rect(1px, 1px, 1px, 1px);clip-path: inset(50%);height: 1px;width: 1px;margin: -1px;overflow: hidden;padding: 0;position: absolute;">Empty heading</h3>

<h3>Strathleven&nbsp;Road&nbsp;</h3>Strathleven Road has been identified as a cut-through for drivers, as well as Kildoran Road and Glenelg Road. Currently access to Strathleven Road is prohibited from Acre Lane.&nbsp;&nbsp;A cycle contraflow lane is currently located on the eastern side of Strathleven Road to facilitate southbound cycle journeys. Feedback suggests there are problems with vehicles parking on the double-yellow lines at the junction between Acre Lane and Strathleven Road which means the cycle contraflow is sometimes blocked by parked vehicles and drivers turning out of Strathleven Road have poor visibility on Acre Lane.&nbsp;&nbsp;We are proposing to install&nbsp;a camera-enforced modal filter on Strathleven Road at the junction with Acre Lane. This proposal should prevent vehicles using Strathleven Road as a cut-through to Acre Lane. This filter will be camera-enforced which will allow certain vehicles like emergency service vehicles or blue badge holders with dispensation, to pass through.&nbsp;The existing cycle contraflow will remain in place.&nbsp;Whilst we currently have no identified budget to implement these proposals, we are still developing it in case additional funding does become available.&nbsp;<h3> </h3>

<h3>Kingswood Rd / Chale Road&nbsp;&nbsp;</h3>Kingswood Road has high traffic flows and has been identified as a popular a cut-through for drivers. Bikes are frequently found locked to railings which suggests there is demand for cycle parking in this area.&nbsp;&nbsp;As part of the Brixton Hill LTN proposals, a camera-enforced modal filter is proposed&nbsp;on Kingswood Road to the south of the junction with Chale Road.&nbsp;This allows certain vehicles like emergency service vehicles or blue badge holders with dispensation, to pass through.&nbsp;

<h3>New Park Road&nbsp;</h3>New Park Road has been identified as a cut-through for drivers travelling between the A23 Brixton Hill and the South Circular. Speeding is also an issue on this road which makes the environment unpleasant for people accessing the primary school, shops, cafes and pubs on New Park Road.&nbsp;&nbsp;We are proposing a camera-enforced traffic filter at the junction between New Park Road and the South Circular. The filter will prevent traffic from the South Circular using New Park Road as a cut-through to access the A23 Brixton Hill. This filter will be camera-enforced which will allow certain vehicles like emergency service vehicles or blue badge holders with dispensation, to pass through.&nbsp;Following engagement with TfL, southbound motor vehicle flows will be allowed between the A23 and the South Circular. Northbound motor vehicles flows will not be allowed here. <h3> </h3>

<h3>Forster Road&nbsp; &nbsp;</h3>Forster Road has been identified as a popular cut-through for vehicles seeking to avoid using the South Circular. Forster Road also carries high traffic flows. Speeding has also been identified as an issue, which creates an unpleasant environment for pedestrians and cyclists.&nbsp;A camera-enforced modal filter is proposed on Forster Road to the east of Tilson Gardens to prevent the road being used as a cut-through. This will allow certain vehicles like emergency service vehicles or blue badge holders with dispensation, to pass through. <h3> </h3>

<h3>Morrish Road&nbsp; &nbsp;</h3>Morrish Road is a popular cut-through and speeding has been identified as a problem. Engine idling is reported as an issue which creates an unpleasant environment for pedestrians. There is a triangular area of green space located at the junction with Morrish Road which is undervalued and neglected.&nbsp;&nbsp;Vehicles are currently prohibited from accessing Morrish Road from the A23 Brixton Hill. &nbsp;&nbsp;As part of the Brixton Hill LTN proposals, a physically-enforced modal filter is proposed on Morrish Road to prohibit vehicles accessing the A23 Brixton Hill from Morrish Road and vice versa. The proposed modal filter will be located to the west of the junction with the A23 Brixton Hill to create a space free from vehicles.&nbsp;&nbsp; <h3> </h3>

Click next at the bottom of this page to view the next filter location.<h3>Mandrell Road / Strathleven Road&nbsp;</h3>A modal filter is&nbsp;currently&nbsp;located at the southern section of&nbsp;Strathleven&nbsp;Road at the junction with Mandrell Road.&nbsp;We are proposing to keep the existing modal filter in place, but we are exploring options to improve the area directly around it such as introducing planting, cycle parking and seating.&nbsp;

Through this Commonplace, we want to engage with people in the Brixton Hill area. We want to ask you about the local issues regarding traffic, air quality, green spaces and the public realm. We know that as we move into the future, the risks associated with our changing climate, such as flooding or extreme heat events, will increase. Therefore, we want to improve the local area to make it more resilient to the challenges of the future, whilst also creating a low traffic neighbourhood where it is easier and safer to walk and cycle for all.Our Transport Strategy:Lambeth created a <a data-uw-rm-brl="false" href="https://beta.lambeth.gov.uk/transport-strategy">Transport Strategy</a> &nbsp; in 2019 to improve the streets and transport network. The strategy aims to create a transport network that is<ul><li>inclusive and accessible to all</li><li>has a positive impact on quality of life and the environment,</li><li>prioritises walking and cycling and public transport</li></ul>To achieve these aims, the strategy identifies areas within the borough where walking and cycling conditions could be improved through low traffic neighbourhoods. Some low traffic neighbourhoods were introduced more quickly than planned in response to the pandemic and direction from central government.Brixton Hill was identified as a potential low traffic neighbourhood but before we create a plan for what this could look like, we want to hear from people in the area.The Climate Crisis:Lambeth was the first London borough to officially declare a climate emergency. In response, the Council organised a <a data-uw-rm-brl="false" href="https://beta.lambeth.gov.uk/lambeths-citizens-assembly-climate-crisis">Citizens&rsquo; Assembly</a> . 50 Lambeth residents, broadly representative of the borough, learned about the climate crisis and developed recommendations of action for everyone in Lambeth to take. The recommendations highlight the need to reduce private vehicle journeys, quickly introduce greener transport options and create more climate resilient spaces.Low Traffic Neighbourhoods and the series of measures that come with them are a good way to tackle this emergency.Why Brixton Hill?Brixton Hill was identified because&hellip;<ul><li>Residents and councillors have written to the Transport Strategy team expressing their concerns about speeding, rat-running and dangerous driving in the area. Many people in the area also responded to concerns around road danger as part of the Brixton Liveable Neighbourhood engagement in 2019.</li><li>Our baseline data taken from 2017, 2019 and 2020 shows that, within the LTN area, there are particularly high vehicle flows on Lyham Road and Dumbarton Road (on average more than 300 vehicles per hour in the peak), New Park Road (more than 400 vehicles per hour in the peak). These vehicle flows are too high to be considered Healthy Routes. A very high percentage (over 75% of all vehicles) are just passing through the area during peak hours, rather than starting or ending a journey, on Dumbarton Road, Lambert Road, Kildoran Road, Glenelg Road and Strathleven Road.</li><li>There are 4 primary schools in the area, 1 Sixth form college and 1 further education college. Many children and young people also travel out of the area to schools and colleges. It is important that the roads and routes that they travel to school on are safe and friendly for active travel.</li></ul> A plan for Brixton Hill:We want to use this Commonplace to gather feedback from local people before we develop a plan. Some measures we could introduce:<ul><li>Make the area more climate resilient by reducing the amount of &lsquo;grey space&rsquo; (i.e. concrete areas) and increase the amount of &lsquo;green space&rsquo; (i.e. planting more street trees)</li><li>Improve local streets and spaces to allow safer walking, wheeling and cycling.
